Are video games better on the PC than they are on other consoles?

I want the new Batman Arkham Asylum game, but I don't have an Xbox or PS3.Are video games better on the PC than they are on other consoles?
PC versions are often on par with graphics than 360/PS3. As for gameplay that depends on how they made the controls.

if you really make your pc that powerful, it can actually surpass 360 graphics sometimes.

If you have a ridiculously powerful PC... they're about on par with modern consoles. If you have an under-powered PC, you'll be lucky if you can even get the game to run.
